GENERAL SANTOS CITY -- The Integrated Bar of the Philippines on Friday said they would question President Gloria Macapagal-Arroyo’s declaration of a state of emergency before the Supreme Court.

Feliciano Bautista, IBP national executive vice president, said at the sidelines of the three-day regional convention here that the declaration was illegal.

Bautista said Arroyo could not unilaterally call for a state of emergency under the Constitution.

He also accused the President of "retracing the steps of Marcos." Inquirer Mindanao Bureau
